 During what hours is the City Office open?

Hours for the Newfolden City Office is posted as Monday through Friday, 8:30am - 1:00pm, except for Federal holidays and weather emergencies. It most instances the City Administrator is available until 4:00pm and will make every effort to assist you.

 Where do I apply for a pet license?

Dog licenses are handled by the City Administrator's office. 

Pet licenses are valid from July 1 through June 30 annually. Regardless of the date of purchase.

Pet licenses cost $10.00 per pet and are reduced to $5.00 per pet if you pet is spayed or neutered.

 What can be done with the smell in the spring?

The odor from the wastewater ponds is the result of the lack of oxygen for the wastewater treatment process due to the ice covering the ponds during the winter months. The wastewater treatment process changes during the winter. After the ice is off the ponds, several days are required for the wastewater treatment process return to the normal treatment of the wastewater. This requires sun, warm weather and wind to increase the treatment bacteria to a population that will treat the wastewater. Once the process is back to normal the odor is greatly reduced.

 What causes high water use? (Residential and commercial)

High water usage is usually a valve left on or a toilet stool valve leaking. If the water flow is recorded by the meter, the customer is charged for the water. A stool valve leaking is the most common cause for high water usage.

 Who owns the water and sewer service lines to the house? What does the City own and what does the property owner own?

The property owner owns and is responsible for the maintenance of the water and sewer service lines from and including the connection to the curb stop to the building. The City owns and is responsible for maintenance from the water main to and including the curb stop except for the property owner's connection to the curb stop. The curb stop is the valve installed in the service line to control the water in the service line.

 Who owns the water meter?

The City owns the water meters. The property is charged a fee for the meters when service is started to a property. The City maintains the meter. If the meter is damaged, such as freezing, the property owner is charged for the parts to repair and labor. If the meter needs replacement after the useful life of the meter the City replaces the meter at no charge.

     The basic unit of electric power is the watt.  Because a watt is small, a unit called a kilowatt is used for measurement.  1000 watts equals 1 kilowatt.  The numbers recorded by your electric meter reflect the number of watts used in your home together with the length of time you use them.  This is measured in kilowatt-hours (kWh).  For example, a 1000 watt (or 1 kilowatt) heater operating continuously for one hour would use one kWh.  One 100-watt light bulb operated for ten hours would also equal one kWh.

     The electric portion of your utility bill uses these kilowatt-hours (kWh) to calculate your monthly charge.  We read your electric meter each month.  The previous reading is subtracted from the current reading to get the total kWh?s you used for that period.  These kWh?s, multiplied by the rate per kWh from the rate tables, will equal your monthly charge.

     Most devices that use electricity will have a label that indicates its wattage.  If you multiply that number of watts by the number of hours you use it in a month, and divide by 1000, (remember 1000 watts equals 1 kilowatt), you will know approximately how many kilowatt-hours that appliance has used.  When estimating the time your appliances are used, remember that if it is controlled by a thermostat, such as your furnace or refrigerator, it is not ?on? continuously.

     Everyone uses electricity differently.  Some of you own every appliance available; while others use very few.  Some have multiple TV?s and computers running all the time; and others have one TV on only a few hours a week. Houses of similar size have different insulation values, different windows, different color shingles and different thermostat settings, all contributing to very different utility bills. For these reasons, while comparing utility bills with your neighbors might be interesting, actual usage depends totally on your own lifestyle and home construction.

Light Bill or Utility Bill?

     Often, customers refer to their utility bill as their ?light bill?.  Actually, the electric charge is only a portion of your total utility bill, which can also include water, wastewater, garbage, storm water, sales tax, and garbage tax.  A good way to put the charges for electricity into perspective is to divide the total electric charge, by the number of days in the period, giving you a cost per day for electricity.  Most customers find this number surprisingly low.
